Gene Warren E. H. (Gene) Warren, Jr.

Gene Warren, a founding member and President of Thomas, Warren + Associates, has thirty-three years experience as a professional economist. During the first half of his career he held faculty appointments in Economics and Management Science at several major research universities. Dr. Warren also held a research appointment at the California Institute of Technology (Caltech) where he served as Senior Economist at the Jet Propulsion Laboratory. Prior to founding Thomas, Warren + Associates, he spent six years as an independent Consulting Economist, primarily to Members of the U.S. Congress and their staff.

Dr. Warren is a nationally recognized expert in the application of cost-benefit and economic impact analyses to policies, rules and statutes. His work in this area has spanned issues relating to health, energy, the stock market, education and economic development. Since founding Thomas, Warren + Associates, he has also become a one of the nation’s leading experts in the economics of retirement. His work in this area has been used to shape both state and local policies affecting retirees, and is used by communities to position themselves as retirement destinations. As a result, he is a sought after speaker on economic issues relating to retirement. He was a plenary speaker at the 2002 Arizona Governor’s Conference on Aging, and has given presentations on his research into retiree preferences to the Carolina Active Retirement Association (in 2000, 2001, and 2003), presented his work on the benefits of Florida retirees to The Florida Council of 100 in 2002, and shared his view on the trends in senior housing with developers from Australia and New Zealand in (2003).

Dr. Warren’s research results have appeared in both highly regarded academic journals as well as newspapers (e.g., The Wall Street Journal) and periodicals (e.g., Florida Trends). He has received published recognition for both his technical and expository writing. His combined experience in teaching and research allows him to effectively communicate complex ideas at both a technical and general level.

Dr. Warren received an A.B. in Mathematics from Indiana University, and an M.S. and Ph.D. in Economics from Purdue University. While attending Purdue University, he also completed all the academic course work required for an M.S. degree in Mathematical Statistics.

 
Steve Jenkins Stephen J. Jenkins

Mr. Jenkins has thirty years experience as a professional economist, much of it as an economist for the State of Arizona. He joined Thomas, Warren + Associates upon his retirement from the Arizona Department of Water Resources. His professional experience, both with the State of Arizona and Thomas, Warren + Associates, includes analyzing the economic costs and benefits of state projects, quantifying the economic impacts of public policies, and forecasting resource availability and development potential in Arizona.

As an economist with the State of Arizona, Mr. Jenkins has significant interaction with various state, county and local agencies as well as the State’s

Indian communities. He was also a key state participant in joint projects with several federal agencies. For eighteen years he was a representative to the State’s Population Technical Advisory Committee (POPTAC) and served two terms as its Chair.

Mr. Jenkins responsibilities at TW+A include interacting with local, state and federal agencies in order to obtain the information necessary for our analyses. His familiarity with state agencies allow Thomas, Warren + Associates comprehensive access to public information. Mr. Jenkins’ extensive experience analyzing federal, state, and local projects enhances Thomas, Warren + Associates economic and policy analyses through his focus on their practical applications.

Mr. Jenkins received a B.A. in Economics from Marquette University and an M.A. in Economics from Saint Louis University. In addition, he completed courses at the Cuernavaca Language School in Cuernavaca, Morelos, Mexico and is fluent in Spanish.

 
Alan Church

Alan C. Church

Mr. Church, a Senior Vice President at TW+A, has worked in the information technology industry for over fourteen years. He has experience consulting at local and global levels in both public and private sectors. Mr. Church has identified critical business needs, created documentation, and implemented custom solutions for his clients. Prior to his career in the information technology industry Mr. Church worked for a decade in the research and development industry where his primary focus was research design, implementation and analyses. In this capacity he provided detailed reports to various clients throughout the world.

At TW+A he is responsible for implementing TW+A's complex modeling and database system geared toward the mature market industries known as the SeniorStat™ system.

Mr. Church received a B.S. and M.A. in Geography from Arizona State University. In addition he holds degrees in Marketing and Management.

Linda G. Warren, M.S.  
Ms. Warren is Manager of the Education Policy Group at TW+A, and as such serves as a senior analyst and the project manager for all TW+A’s education research. She has extensive experience in the design and implementation of survey instruments. Prior to assuming her current leadership role at TW+A, Ms. Warren was an educator for over 26 years and held a variety of education related positions including teacher, college lecturer, district mentor, and program evaluator.

 

 
Mr. Stephen West, M.B.A  
Mr. West is a Vice President of TW+A. His experience includes marketing, finance, and economic development consulting in Arizona, Florida, and Texas, senior level business/economic development planning for several Fortune 500 companies, the planning and development of industrial and research parks for several municipalities, and membership on planning and zoning commissions in Arizona and Florida.
   
Mark Barnes, M.S.  
Mr. Barnes is a Senior Associate of TW+A. He has experience and expertise using economic and policy analysis to evaluate issues relating to resource/water rights, human/social service, healthcare financing, and tax impacts. He is also experienced in analyzing the economic impacts of legislation, rules, policies, and programs.
   
C. Diane Bishop, M.Ed., M.S.T.  
Ms. Bishop is a Senior Associate of TW+A. She has extensive experience in education and workforce development having served two terms as Arizona’s (elected) Superintendent of Public Instruction, a member of the Arizona State Board of Education, and as Director of Arizona’s Office of Workforce Development Policy. She brings to TW+A expertise in the areas of education policy evaluation, curriculum development, and testing, as well as strategic economic development.
   
Gary L. Bowen, M.S  
Mr. Bowen is a Senior Associate of TW+A. He is an accomplished professional with strong leadership and organizational skills. He has a broad base of management and financial consulting experience from his career with Booz Allen Hamilton. In addition he has over a decade’s experience as a research engineer.
   
David H. Lillie, M.S.  
Mr. Lillie is a Senior Associate of TW+A. His expertise includes demography, economics and planning. He has extensive experience evaluating the economic impacts of regulations, served as Arizona’s State Demographer, and as the director of planning and economic development for communities in Arizona, Michigan, and Nebraska. Mr. Lillie’s background also includes survey design, statistical analysis, and land use planning.
